The Coexistence Challenge: Managing the Risks of Artisanal Mining
“The complex relationship between large scale mining (LSM) companies and the Artisanal & Small-Scale Mining (ASM) sector continues to be troubled by mutual mistrust, resentment, intimidation and increasing conflict. Both sides have their own preconceptions and strong feelings regarding their alleged rights. For example some LSM companies view the ASM sector as ‘trespassers’ on their legally endorsed concessions, while artisanal miners may see the granting of such concessions to large, and usually foreign, companies as depriving them of their ‘traditional’ land and rightful livelihoods. In the absence of effective engagement, appropriate regulations and government action, large scale mining companies often find themselves facing serious security and safety challenges; widespread civil society and NGO condemnation: delays in project development and impacts to operations. In addition there is also a significant gap between some of the LSM-ASM coexistence “rhetoric” compared to site realities which are often overlooked, such as involvement of organized crime elements and lack of law enforcement. While there is no single panacea for managing LSM-ASM relationships this presentation will provide a candid reality check on the typical operational challenges and suggest some of the do’s and don’ts when trying to build a LSM-ASM coexistence model.

Kevin D'Souza is the Vice President of Security, Sustainability & Environment for Centerra Gold. He has over 25 years of industry experience gained from a variety of operational, managerial and leadership roles that range from remote exploration camps, mine construction sites, operational mines, to Corporate and Ministerial offices, working for mining companies, major NGOs, and International Funding Institutions. Throughout his career he has amassed direct mining experience in over fifty countries worldwide - with a deliberate and dedicated focus on developing countries in Asia, Latin America and in particular sub-Saharan Africa.
